Resources for campaigning and educating the public on HIV/AIDS and on risky behaviors are also scarce. Finally, many people and societies are quite reluctant to discuss risky behaviors and HIV/AIDS, which are considered taboos in certain communities. Citizens, corporate organizations, local and state governments, NGOs, and the international community should thus combine effort to thwart the scourge.
